His Excellency Khaled Al Mansoori

Khaled Al Mansoori currently serves as the President of the International Association for Emergency Managers (IAEM) International Council. He is the former Head of Media Emergency and Crisis Management at NCEMA of the UAE Higher National Security Council. Khaled’s vision for his Presidency is to build chapters within the International Council and support member nations during a crisis. Prior to NCEMA, Khaled served at senior leadership and managerial positions in various Federal and Emirate (state) level government agencies, including the Administrative Director in the UAE Presidential Court. He also has strong experience and expertise in Emergency and Crisis Management, Crisis Communication, Strategic Planning, and Training & Development.




Mr. Victor Bai
Asia Council President (China)
International Association of Emergency Managers IAEM

Victor Bai, Tao, is the Asia Council President and Global Business Director of International Association of Emergency Managers (IAEM). He was regional security and emergency manager for Intel China until 2009 and has rich experience in emergency management, business continuity management, safety and security. His clients cover most famous fortune 500 multinational companies such as GE, GM, Intel, Bayer and Honeywell. He also supported the Olympic Games, World EXPO and many important events. Victor has established a charity organization in Shanghai, which is charted to promote disaster risk reduction and emergency management in China. Victor is the first CEM in Mainland China.



Mr. Paul Barker

Paul is a Crisis & Emergency Response Specialist with over 40 years’ experience in the field. Starting out as a Fire Officer in the UK, Paul soon moved into the private sector working for the leading UK fire & safety companies Kidde, Chubb, Jalite and Williams plc. After moving to Thailand as a Regional Director for Kidde Fire Trainers, Paul has managed to successfully set up two companies of his own. DMT Asia is a Thailand based company specializing in training services to Emergency Management & Response Teams throughout Asia. DMT Global provides a more “Technology Based” training service and focuses on Web-Based Training and Assessment services.



Mr. Christian A. Buschhoff

For many years Christian A. Buschhoff has been working in the Entertainment-, Event-, Theater- and TV- business. He is master for event technology and works as a planner, adviser and technical leader for events of any scale in Germany and other foreign countries. In this way, he collected many important and useful experiences regarding the rules, regulations and best practices and is the CEO of CAB Dienstleistungen, an office for technical consulting for events. Christian A. Buschhoff has a teaching assignment for event safety at the Cologne University of Applied Sciences.





Dr. Chin-Tung (Thomas) Cheng

Dr. Chin-Tung (Thomas) Cheng is Deputy Director of Disaster Prevention Technology Research Center, Sinotech Engineering Consultant Inc. He is also the Secretary-General of Taiwan Association of Disaster Prevention, and is affiliated to Geophysical Society of China, American Geophysical Union and Taiwan Geotechnical Society. Thomas’ specialties are seismic hazard analysis, remote sensing application and landslide risk assessment. He was granted the Prestigious Young Engineer Award by the Chinese Institute of Engineers in 2009. Thomas graduated with PhD from the Institute of Geophysics, National Central University, Taiwan. His recent publications are related to natural disaster assessment, prevention and management.


Mr. Marcin Cisek

Marcin Cisek graduated from the Main School of Fire Service in Warsaw in 2003 and received the master’s degree in Fire Protection Engineering. Since then he is lecturer at the faculty of Civil Safety Engineering in the Main School of Fire Service. For the last 14 years, he also has been working as fire protection engineer and expert in a fire protection consultant company. He is PhD candidate in the Military University of Technology in Warsaw and in the Police Academy.


Mr. Darryl Culley

Darryl Culley has been the president of Emergency Management & Training Inc. since 1998 when he established the company after a successful career as the CEO of a health care facility and previous to that as a senior manager with the Emergency Health Services Branch of the provincial government. Darryl also has 3 years of experience teaching emergency communications at Humber College. At Emergency Management & Training Inc. Darryl has led his team in emergency preparedness consulting, training, and disaster exercise projects for hundreds of clients around the world. Darryl is also the author of the book Creating Chaos & Mayhem, the ultimate guide to disaster exercise planning.




Mr. Tim Curtis

Tim has more than 20 years of experience as a strategic planner, crisis practitioner and organizational leader, with security pedigree from the Australian Special Forces. Tim designed and implemented the Australian Counter Terrorist response arrangements for the Sydney 2000 Olympics. In 2001, Tim was a principal adviser to the Government of Sierra Leone during a period of civil war. In 2005, Tim held the appointment of the Director of the Joint Electoral Operations Centre for the Afghanistan Parliamentary Elections. Tim is now the Director of International Operations at Executive Risk Solutions. His clients include mining, oil and gas, engineering services, high net worth individuals, government and non-government organizations.




Mr. Harald Drager

K. Harald Drager is the founding member and president of TIEMS (The International Emergency Management Society), established in 1993. He has brought in new ideas and people and succeeded the organization to span worldwide. Harald has extensive experience from industry and research activity, and acts as the Managing Director of QUASAR Invest AS, a consultancy in global safety, emergency and disaster management. He has a Master’s degree in control / industrial engineering from the Norwegian Technical University and the Purdue University. Harald’s numerous clients include the World Bank / International Finance Corporation, NATO and the European Commission. He has published papers on emergency, risk and disaster management.




Mr. Henry Ee

Henry Ee is the founder and Managing Director of Business Continuity Planning Asia. With more than 18 years of Business Continuity, IT-Disaster Recovery and Crisis Management experience, Henry has undertaken over 300 BCM projects throughout Asia Pacific. Prior to starting the company in 2000, Henry was Regional BCP Manager at ABN AMRO and JP Morgan Chase. During his career, Henry had successfully activated the recovery plans for Y2K, 911, SARS and H1N1. Henry is the first Asian to be elected to the Board of BCI. He graduated from University of Essex with a Bachelor of Engineering with First Class Honors in Electronics Systems Engineering.




Ms. Doris Fong

Doris Fong is currently the head of client account management of the Asia region of Optum. Since the early 1990s, Doris has designed and developed many innovative programs that assist employees to lead a healthy and productive work life. Doris is also a counselor, trainer and frequent speaker at local and overseas Employee Assistance Programs and HR events. Her major clients have included Cathay Pacific Airways, Cisco Systems, Goldman Sachs, JP Morgan Chase, Morgan Stanley, Oracle, Thomson Reuters and the HKSAR Government. Doris holds a master of social work degree from the Chinese University of Hong Kong, and an MBA from Henley Management College in the UK.



Mr. Leon Hill

Leon Hill is Director with Kroll’s Security Risk Management practice, based in Hong Kong. Leon has worked in operational intelligence in the public and private sectors since 1980. Since expatriating to the Far East in 2003, Leon has served as principal consultant for a Hong Kong-based investigations / due diligence firm and as corporate counsel for diverse businesses. He had trained lawyers, law enforcement officers, forensic accountants, bank executives and other professionals. Additionally, he has designed and delivered customized training programs and lectured at law firms, universities and trade schools in Hong Kong and Mainland China.




Mr. Willem Hoekstra

Willem A. Hoekstra started his career with ABN AMRO bank in 1998, running Management Accounting and other COO projects. In 2001, he met with Business Continuity Management for the first time. He has since run BCM programs for Head Office as well as Regional environments in consecutively ABN AMRO, RBS, Societe Generale and currently Nomura, where he is also responsible for Corporate Security. Willem holds an MBA, a Dutch master’s degree in Communication Science, and a Propeadeuse degree in Economics. He is currently Chair on the HK Financial Services BCM Forum, and Hong Kong forum leader of the BCI.




Mr. Scott Houston

A former member of the Australian Special Air Services Regiment, Scott has served in senior military and corporate role across a diversity of international environments. Highly developed strategic analysis skills combined with comprehensive real world experience enables Scott to offer cutting crisis management, asset protection and business continuity advice to clients. He has developed specialist knowledge in the mining and resources industry through a senior role within Rio Tinto. Scott’s strategic planning abilities combined with his understanding of commercial imperatives gives him the capability to deliver exactly what the clients need and to lead the ERS Team.



Mr. Paul Jackson

Paul has been working in Asia since 1988 when he joined the Hong Kong Police Force. He pioneered the advances in technology-related policing in Hong Kong and helped establish the Technology Crime Division within the HK Police. During this time, he also worked with Interpol in forensics and cybercrime capacity building for over 50 Police Forces in Asia and Europe. In 2010, Paul moved to JPMorgan and whilst with the Firm led APAC Investigations and subsequently headed up Global High Tech Investigations based out of New York. In 2015, Paul took on the role as APAC MD for Stroz Friedberg.




Mr. Chew Weng Lee
Deputy Director, Emergency Preparedness (Singapore)

Mr. Chew Weng Lee has been the Deputy Director, Emergency Preparedness in the Singapore Ministry of Transport (MOT) for the past 16 years. His experience includes the crisis management of air crashes, disease outbreaks, highway collapses and severe environmental situations. Chew Weng has been the chief exercise planner and conducting officer for the Transport Crisis Management Group exercises for the senior management of MOT. He was awarded the Minister’s Innovation Award in 2007 for the MOT Situation Awareness and Planning System. Prior to joining MOT, Chew Weng was in the Singapore Armed Forces for 27 years and has held several command, staff and instructional appointments.




Dr. Freddii Lee

Dr. Freddii Lee is the founder and chairman of The Institute of Crisis and Risk Management.  He has extensive experience in a variety of fields related to risk and crisis management, mediation, business continuity and disaster recovery. He has also done voluntary work for charitable organizations and has initiated strategic risk and crisis management programs. Dr. Lee is a frequent speaker on business and organizational risks and crises in Asia. Dave has authored publications on employee support services and has spoken at many conferences. Mr. Guosheng Qu

Mr. Guosheng Qu is the Vice President of TIEMS (The International Emergency Management Society). He is also the Deputy General Team Leader of the China International Search and Rescue (SAR) Team. Mr. Qu has extensive experience in research activity and operation of Urban SAR teams, especially in emergency and risk management such as earthquake disaster SAR in Pakistan, Indonesia, China and Nepal. As the Experts Group Leader of China Earthquake SAR, he has been acting as decision-maker for numerous disaster coordination and commands. Mr. Qu has published more than 100 papers on earth science, earthquake risk analysis, emergency response and SAR of earthquake disasters.

He started his career as a British Police Officer before moving into business. With a focus on new product development, Simon is a protagonist in bringing innovative products to market. Simon is owner of Roftek Ltd, comprising of the "Flexmort" and "Binny" brands. Simon is also involved as investor, shareholder and Board member in several other businesses within the UK and overseas. He has presented at a variety of academic events and is also a member of the University of Warwick Minerva Business Angel Network.




Mr. Fuad Sharuji
Head of Post Accident Office, former Crisis Director for MH370 & MH17 (Malaysia)

Mohammad Fuad Sharuji is currently the Head of Post Accident Office of Malaysia Airlines, responsible for the handling of post accidents for both MH370 and MH17. He was formally the Vice President, Operations Control Centre for Malaysia Airlines, and also the Crisis Director for MH370 & MH17. Fuad started his career with Malaysia Airlines as an Aircraft Maintenance Engineer in 1981 and holds a MBA from University Tun Abdul Razak (UNITAR). Fuad was the key person who managed the MH370 and MH17 crises involving system-wide divisions and stations in Malaysia Airlines, partner airlines, multiple government authorities in Malaysia and foreign government authorities, embassies and NGO’s.




Mr. Ellis Stanley

Mr. Stanley is the Managing Partner of Ellis Stanley Partners which is responsible for executive training, leadership seminars, resiliency and recovery planning. His 40+ years of work experience in emergency management began as Director of Emergency Management for Brunswick County. In 1987, Mr. Stanley was appointed by the Governor of Georgia as the Director of the Atlanta-Fulton County Emergency Management Agency. While in Atlanta, he had extensive experience in major event planning and implemented the Metropolitan Medical Response System in response to the Olympic Games. From 2000 – 2007, Mr. Stanley was appointed the General Manager of the Emergency Preparedness Department for the City of Los Angeles.



Ms. Amanda Sun
Director, Air China Emergency Planning Manager (China)

Amanda has been the Planner of Business Continuity and Emergency Response at Air China for five years and is responsible for developing the airline’s emergency response plan and training employees to prepare for an accident. Amanda has provided planning and support to aircraft incidents, government disruptions, pandemic response and civil unrest in various parts of the world. In 2014, she was elected as the China regional representative of the IATA Emergency Response Task Force. Amanda has joined the GoCrisis team in 2015 to support the efforts in building response capacity for clients in Asia Pacific. She holds a Bachelor’s Degree from the Civil Aviation Flight University of China.




Mr. Christopher Tuckwood

The Sentinel Project

Christopher Tuckwood is the co-founder and executive director of the Sentinel Project, a NGO dedicated to assisting communities threatened by mass atrocities through the use of technology. Chris has a master’s degree in disaster and emergency management from York University. He also leads Una Hakika, a mobile phone-based program to monitor and counter misinformation linked to interethnic violence in Kenya’s Tana Delta. It also serves the purpose of early warning and has been used to address natural disasters and security incidents such as terrorist attacks. Furthermore, Chris has overseen the creation of the world's first fleet of unmanned aerial vehicles dedicated to civilian protection in conflict zones.



Mr. Clay Tyeryar

Clay serves as Deputy Director, EMEX Trade Show Director and International Development Officer for the International Association of Emergency Managers (IAEM). His multiple duties include working with the CEO and Board to establish, implement and deliver programs for the USA Council, market and grow the Certification program, deliver annual conferences and trade shows, maintain and grow the scholarship program. Clay developed and implemented IAEM Global expansions efforts and structure, resulting in the creation of Councils and membership expansion in Canada, Europe, Asia, Australia / New Zealand, the Middle East and globally. Clay holds the Masters of Association Management from George Washington University.




Mr. Ilya Umanskiy

Ilya Umanskiy, Associate Managing Director in Kroll’s Security Risk Management practice based in Hong Kong. He is responsible for leading all risk advisory, security, preparedness, intellectual property protection and technical design projects in Asia. With vast experience in the industry, Ilya has worked with a variety of corporate, industrial and government clients to assist them with development of comprehensive strategy and plans for mitigation of operational risks and enhancement of global security, incident response and emergency management controls. Ilya is a board-certified Physical Security Professional (PSP) and a member of the American Society for Industrial Security (ASIS).



Mr. Tyn van Amelsfoort

Tyn van Amelsfoort started his career in security management in 2004 at a major computer brand as security manager EMEA. He then moved to Asia and worked as loss control consultant in the insurance industry and as security manager at a global express company. Currently Tyn works for Panalpina as Regional Head of Security & Customs for Asia Pacific, leading the Security Competence Center and the Customs Competence Center. In Hong Kong Tyn also contributes his time to the ASIS International Chapter as Chairman. 



Prof. Soon-Joo Wang

Korean Society of Disaster Medicine

Prof. Soon-Joo Wang is President of the Korean Society of Disaster Medicine and Chief Professor at Hallym University. He is also Director of the Department of Emergency Medicine, Chief of Emergency Center at Hallym University Dongtan Sacred Heart Hospital. Prof. Wang’s fields of interest are disaster medicine, disaster management and international humanitarian assistance, the medical aspect of terrorism, emergency medical informatics, mass gathering and event medicine, injury control and health safety as well as international emergency medicine. Prof. Wang holds the European Master’s Degree in Disaster Medicine from the University of Eastern Piedmont.




Mr. David West
Membership Support Manager (UK)
Business Continuity Institute BCI

David joined the BCI in January 2015 in the then new role of Membership Support Manager. He was previously Volunteers Manager for the Association for Project Management where he was responsible for the activities of APM’s 2,000 strong volunteer community. His prior career was mainly in the UK rail industry as an operations manager followed by a short spell in sports administration in Australia. He is responsible for providing support to the BCI volunteer community that includes forums, chapters and the Global Membership Council and also for developing the capability of this important group of members.
